Checking memory usage of a control panel?

I see many posts about 'how much memory a control panel uses' and people always seem to offer simple answers such as '32MB RAM'. How are people getting these figures and how can one test their own server with control panel running for the memory usage used by the control panel? Obvious things like top and ps always list my memory as all used (on several CentOS servers I checked). So what is the deal? Am I missing something obvious?

Create a default VPS and install the panel. Start the panel and you'll get the RAM usage.

Or take the system req's from the product's website. Usually those are the bare minimum.

As all panels are websites, its a little difficult, but if you can see which processes are running the panel then you can view the memory usage using ps or top. Obviously, more users using it means more memory used - just like any other site, and then you have to consider the extra memory used by MySQL to handle the configuraton details of the panel. Some panels, like plesk install themselves with their own webservers (so you'll see ps_httpd processes) which makes it easier to tell, otherwise you'll have to hunt the processes down.

So RAM usage from control panel to another is not really an argument then since there is no way to tell how what you consider 'control panel' usage right? Control panel usage could be the control panel binary and all the other applications it has installed minus the RAM usage of a clean system. Or the total RAM used after installing the control panel and rebooting the machine or even just the control panel binary itself. What do people consider to be what counts towards a control panels usage?
