cannot set timezone with .htaccess

I have this in my .htaccess and have mod_env loaded already, but when viewing date by php, it's still showing server default timezone, not the one I want Is there any idea why that code in .htaccess is not working? Thank you

Make sure you are using the correct wordings. Have a check of list here. http://www.php.net/manual/en/timezones.php
