you can put more than 1 nameserver on an ip address.
register nameserver at registrar-level, create A record for nameserver in the dns zone of the domain you're creating the nameservers for.

are you saying that i can run nameserver with 1 ip address
here i what i did
Hostname: server.mydomain.com
IP1: ns1.mydomain.com
IP2: ns2.mydomain.com
i have new domain xyz.com and wanted to have ns1.xyz.com and ns2.xyz.com
i then created NS entry in DNS zone file of server.mydomain.com for ns1.xyz.com and ns2.xyz.com
when i tried to add nameservers for xyz.com with godaddy, it is not accepting and says errors were detected.

If it is from Godaddy you may want to call them and tell them that you want to add the nameservers for that site to those IP's. Does not matter what the error would be related to you will get the same error from them.
Usually you can even run 2 nameservers on only 1 IP but that is not recommended. But in the same time you can use 2 IP's for multiple domains nameservers, like suing same 2 IP's for ns1.domain.com and ns2.domain.com and in the same time for ns1.xxx.com and ns2.xxx.com .

As ub3r correctly said, you need to register the nameserver from Godaddy. So further than creating DNS entries on your server, you should login to GoDaddy and perform the following:
- Create Nameserver #1: Domains > (yourdomain) > Host Summary (add)
Hostname: ns1.yourdomain.com
Host IP 1: (IP of ns1)
[OK]
- Create Nameserver #2: Domains > (yourdomain) > Host Summary (add)
Hostname: ns2.yourdomain.com
Host IP 1: (IP of ns2)
[OK]
Then you can go to "Nameservers", choose Custom nameservers and set:
Nameserver 1: ns1.yourdomain.com
Nameserver 2: ns2.yourdomain.com
Thank you.
PS: I must have written the above steps dozen times in forums & tickets in the last years, because nobody seems to figure easily that GoDaddy means "Nameserver registration" with "Host Summary". Maybe Godaddy should consider changing the name or make it more obvious?
