What are some good and reliable RBL for use in Exim on Cpanel? Please provide full urls.

By WHM exim configuration editor you can easy setup using spamcom and/or spamhouse.
Both are very good and I suggest to use both.

Spamhaus, spamcop, dnsbl, manitu are all options
pbl.spamhaus.org'
sbl-xbl.spamhaus.org
bl.spamcop.net
dnsbl.njabl.org
ix.dnsbl.manitu.net
rbl.ipv6-world.net
You could also consider filtering by country.
Rather than an absolute reject, I use a weighted reject. Generally: two strikes your out, but credit is given for not being in Spamhaus or Spamcop.
Consider a country or IP block RBL too.
I'm rather ruthless about mail from PL, CN, KR, TW, IN, MO, BR, EG, well, I could go on. A message has to be pretty clean before it gets through my defences if it originates from those ranges.
Being limited to whatever CPanel offers doesn't sound like fun to me.

Cpanel does allow you to specify additional RBLs other than the default 2.

That is no longer the case. To specify additional RBLs in the Exim Configuration Editor (Basic), next to the RBLs header click "Manage" and you can add additional RBLs.
