You'll need to have root access to disable on enable file extensions. This cannot be done with a reseller account.

Please define "disable file extensions"
i.e. where are you trying to disable, and what exactly are you trying to achieve.
That will help others help you.

You would need to edit httpd.conf which requires root access.

I think sprint is on track here, how in the world can you give advice on a problem with out knowing what the goal is?
How do you know they don't want mp3 files to be *ftp'ed* to the server? editing httpd.conf isn't going to help with that.
This is obviously just an example but without more information nothing can be ruled out.

Well we know for one that nothing of the like as far as banning a file ext and so forth can be done in WHM.

Yeah thats correct, but you don't have to be root to disabled the downloading of a particular file type/extension via http, that is what .htaccess is for.
It comes back to we need more info to give an accurate solution/workaround since WHM does not allow the function.
