limit cpu and memory per user not per process

is there any way to limit cpu and memory per user not per process? Or any script (paid or free) I can use to limit cpu and memory per user? whmcs gold is for limiting inodes only. csf limits even the system processes I want each user to have different cpu and memory limit. Is there a way to do that? Im using cpanel and centos 5 32 bit

Not really, no. You could easily script something to look at all processes and add up how much memory each user was using... then decide to do something with that data... But, doing so for cpu usage would likely end up with very bad results

Why would it end in bad results? That's why i want a per user not per process PRM does it but it does it for all users in the accounts and the system accounts. I need something like it but per user

This would require a layer between your OS and your processes otherwise how would it work ? Basically I guess what you're looking for is to setup each user within a VPS of their own and go from there ?

Last week at WHD in Germany I talked to these guys: http://www.cloudlinux.com/. It's a paid solution with custom Linux kernel. As a free solution, there's also OpenSolaris that is the most advanced OS in this respect.
