When you take backup from the cpanel
Hacker gets a file Shadow
I want a way to prevent access to file shadow
how

That shadow file belongs to the user and it only contains their user credentials. That is not the same as /etc/shadow which contains every user on your server. There is nothing to worry about.

No. There is no way that cPanel is giving any user a copy of /etc/shadow with their backup. Period.
