20% Memory Used - Makes No Sense

I know that it is not a big deal but this new Xen VPS I got has 4GB RAM and I haven't put anything on it yet except cPanel. The memory usage is at 20% most of the time. Should I be concerned. I was planning on moving the site on this VPS but wanted to ask you guys if it needs any reconfiguration.

Are you counting cached memory too?

No. Here is what 'Service Status' in WHM says:
Server load 0.54 (14 CPUs)
Memory Used 19.40% (794480 of 4096000)
Swap Used 0.00% (72 of 8191992)

I tried rebooting but the memory usage wouldn't come down. But I did fix it I guess. I used
And this brought the memory usage to a more 'normal' state.
free -m now gives me
Mem: 4000 671 3328 0 6 70
-/+ buffers/cache: 595 3404
Swap: 7999 0 7999

It's normal for the system to load the memory with caches, those caches get dropped if the ram is needed.
