Change TTL

I am going to be switching to a new reseller account with a different company this week. I was told to change the TTL to 60 seconds for my domain. However, the company that I am currently a reseller through is not responding to most of my Help Desk tickets or any of my voice messages. I asked them to change the TTL for my domain to 60 seconds but they said they couldn't set it that low. I then asked them to set it to the lowest value they could set it at - but they haven't responded. (And since I've been waiting for answers to my other tickets for a week now, I am not very hopeful that they'll help me out on this.)
When I login to WHM, I see the spot where I can edit the TTL for each of my domains EXCEPT for my main reseller domain. (My current host gives a free reseller account to their resellers.) I can login to CPanel for my domain - but I don't see a spot where I can edit the TTL in there. So, is there any way for me to edit the TTL for my domain?

I dont think you can edit the TTL through cPanel because you have to edit the DNS Zone File which I think can only be done through WHM. I'm sure you can manage multiple domains through WHM though as long as you login using your resellers root username/password.
Why do you want to set the TTL so low?

My new host suggested setting the TTL to 60 seconds so that after I change the IP address of my nameserver, there's only 1 minute of potential downtime during the transfer.
I can edit the TTL for each of my clients by logging in to WHM with my reseller username/password. But my own domain doesn't show up in WHM - so I can't edit the TTL for that. (They never gave me the root username/password. Maybe if I had that, my own domain would show up in WHM?)

get an account with a dns provider that allows TTL changes. (dnsmadeeasy, for example).
(temporarily) set your main domain to use that service.

As a workaround to changing the TTL for my account with my current host, my new host has offered to setup my nameservers on their server. They will also setup a list of my clients' domains on their servers and have them point to my current IP address. I will then update the IP address of my nameservers to point to my new host. And then... after waiting 24 hours and copying/restoring the backups of each of my clients' sites... they will change my nameservers to point to my new IP address.
