Is it possible to ignore user's ErrorDocument config?

I have a plan to offer free hosting, I want to know if it's possible to let the server ignore the users' ErrorDocument config which reside into their .htaccess file and force the ErrorDocument config which reside into httpd.conf file? Yes, I want to try to monetize the 404 error. Thanks alot for your help.

Yes, look into the AllowOverride option and set it accordingly.
