I would imagine you'd get a more accurate answer to those questions by asking surfspeedy themselves. They may have a guarantee or average response time noted somewhere. They should have an uptime monitor of some sort.

or send in test tickets and see how long they take to reply

The underlying problem here is trust. If he would already trust them (generally and as a provider), he would not have to ask those questions. Since he doesn't yet trust them, their answers would be worth as much as any sales copy is worth. The only thing that could be proven by them are probably the uptime levels, but even there what you see might not be exactly what you get (if the planned downtimes are carefully/cleverly taken out of the stats).
