namecheap.com has cheap fast certificates from 9$ if its just for vpn, why dont you just create your own?

I am unsure that you will get an SSL certificate for Iran because trade is prohibited to Iran from US. So, most of the SSL providers are US based and I don't think that you will get one.

Did you read my link above? It tells you how to create your own certificate, which should be fine if its for your own vpn. The only reason you would need a CA issued certificate would be to let other users know that the connection is secure without the prompts telling them the certificate isn't trusted. SSL is SSL.
