Can't Access Main WebSite but others are working

Hello
i am having a problem with the server's main website. i am unable to access it directly though it is accessible through a proxy. The browser says unable to find.
that was the same problem i was facing day before i changed the the server. Now the same is the case with this new.
as far as i think it is beacause of a website in my WHM that is making me unable to access the main cpanel or WHM website.
although i can also access it through IP address

If our unable to access it but able to get to it though a proxy, your ip adddress may be locked out.
If you are able to access the web site via the IP Address, that it may be due to local DNS
What is the web site URL ?

its efffive.net past was efffive.com it too was creating the same problem for me and so is the case with the new one

as far as i think some account is creating this problem as it was working fine before i transferred accounts from ex reseller to the new one

If you can access with IP and other websites on the same server work properly, see if the domain points to correct IP address. Try to ping the domain from your machine.
If it was a block on the server, none of the website and control panel would have been accessing. Check .htaccess file under DocumentRoot as well.

checked everything. deleted the htaccess file, tried to ping from my machine but ping isn't working here.
can't understand why the hell it is directly accessible from kproxy not from my machine.

is it possible that cloudflare running on a website is creating this problem?

If you are unable to ping, most likely an issue with DNS on your machine/ISP. Try flushing DNS on your machine and see if it works.

Try this:
1. Try to access the website from another PC
2. Try to access the website from another network/ISP
Please let me know the result

now there is a solution.
i added the domains and hosts to the windows host file. it worked for me but if i remove them back i again lose the control...
seems problem with the ISP in my country
