Is there a way to send emails to all clients hosted, using whm/cpanel?

The function only available for root WHM. While, you should have keep a copy of their email right?

Do you not have a billing system like client exec? If not you should definitely invest in one and it will save you alot of time

Even if you have access, are you sure that all customers have proper emails listed in cPanel? I have to agree with the others here though, do you not have a billing system that should have this feature and information?

In the beginning I didn't think that we were big enough to require a billing program. After customer #10 it became quite obvious that things were getting out of control. The paltry sum we spend per month on our Client Exec license has paid for itself over and over and over again. Not just for activations, but for streamlined support and customer contact. I'm not tooting the horn of CE, specifically, just that a billing system will definitely pay for itself almost immediately.

I would use a billing software to manage the communication side. Not really good to use internal email system build in WHM.

you can also use a 3rd party maling company such as constant contact or you can buy a mass maling software such as mailloop to stay in touch with your clients
