If you are looking for a Linux based reseller hosting when I recommend Hostdime. If your budget is low when i recommend Surpasshosting. Both of them is same company. But their solutions are different and Surpass no provide phone support.

In my opinion, the test of time is especially important when it comes to judging a reseller hosting solution. It happened more than once that a provider started out OK, and within a year ended up with chronically overloaded servers, as their assumptions regarding reseller's actual usage turned out to be inaccurate. You can definitely use a new provider, as long as you're consciously making the decision and weighing the benefits and the risks.

Greed is the key. If a web host really care for their clients, they will deploy new server to host new clients once the current server hit the quota. Not just keep dumping them onto the same server. They never realize they are going to look for trouble, in long term.

It's not always about pure greed. The host may, due to poor planning, simply put itself in a position where adding servers or upgrading the current servers is simply not feasible, the only policies that can be implemented being: a) allow the servers to run at less than optimum performance (aka chronic overloading), b) redefine (ie. lower) the "server abuse" thresholds (and boot off a high number of sites from their servers) or c) increase costs.
