how limit user the number of connection

hello
there are near 40 GB file store on our server on .zip format
and 12 website hosted on server
centos + cpanel
8GB ram
some of our visitor try to download several files at the same time, some of them use IDM ORBIT and other download manager software
so the heavy load near 30-40 occurred several times per day
server stop working and then apache start
how can i limit the visitor to download 1 file or 2 on same time

We use CSF, but other options are available like CloudLinux.

Yep, we have it set to: CONNLIMIT = "80;20"

That equates to a limit of 20 connections per IP for port 80.

thi is for web page ?
how about download with idm?
download software has been break files to several part and then download them
when i set that value to 20, it means only 20 part can download ?

That setting would limit port 80. So yes, Even if they are using IDM to download, they would be limited to 20 connections. Not sure sure how user friendly that would be, you would have to test that for yourself..
