Server too busy error

In one of the Windows 2008 R2 servers, we are facing some difficulty with the websites. Whenever, a few URLs are accessed first there are errors thrown as follows The service is unavailable.Server Too Busy When we refresh the page, the website(s) load properly. There is no error logged in the Event log. What could be the reason for this error? There is no load on the server too.

Some kind of a bad caching:? Are you going trough some kind of a proxy or load-balancer, while accessing the server ?
