Should we use 7200RPM with 128MB CACHE or 10.000RPM with 64MB Cache Which is better for I/O ??

Cache really only matters with large files but only truly comes into play when you are talking smaller than even 64mb. Your biggest thing is busspeed and RPM.

If those are the only two options, go for the 10k RPM drive. Also, look into SSD drives. When it comes to IOPS, a good SSD drive will outperform any hard drive by a huge margin. Here is a wiki article about IOPS: http://en.wikipedia.org/wiki/IOPS My personal favorite drive right now is the Intel S3700.
