Someone maybe able to correct me if I am wrong on this but, I don't think the dedicated IP's for name servers for him could be done. You as a reseller provider are letting them use your IP's to create there own private name servers. If I am correct, if they want there own dedicated IP then that would mean that you, as the provider, would have to change your IP's for your service. Which is a bad move as it can take 24 to 72 hours for the change to be made. I would advise not too do that. That is my taught, but then again. I may be wrong. Someone else that has more xp with cPanel/WHM can spread some more light on this topic.

The Dedicated IP is just used for the WWW A Record. The nameservers will still use the Shared IPs. You can assign a Dedicated IP to a Reseller account in WHM at Main >> Account Functions >> Change Site's IP Address You may need to purchase additional IPs from your own provider.

Hello, You can do it by how HostX says... You can give him 1 Dedicated IP for his account. and then just let him use your nameservers With his own ns1.domain.com ns2.domain.com but with your IPS. If you need more help with this let us know..

Just reserve 2 dedicated ips for your customers and ask them to register nameservers pointing to the dedicated ips. The ips can be used for website or leave them pointing to server default page.
