From Windows use "tracert IP-ADDRESS"
From Linux use "traceroute IP-ADDRESS"
This should be used at the command prompt on Windows or on the SSH console on Linux.

Which OS do you have on your PC? There is a handy tool called sam spade which can a kind of automate the whole process and do many other things which will help you discovering the problem. Here, take a look at: http://www.majorgeeks.com/files/details/sam_spade.html
