You might want to reconsider WHMCS if you don't mind applying patches each week but your requirements are doable I suppose. Why not just get the IP's delisted?

Hi. As already mentioned by CD/HOME why not contact EZPZ get your IP whitelisted. You said you were happy with them in the past so give them a chance to sort this issue for you.
