I need to find an inexpensive (doesn't everyone!) host that can allow data coming in on a handful of ports (24xxx kind of thing) and let me run either php scripts as daemons, or (I'll have to learn this one) server side Java.
I have data collection units that feed back over GPRS on various ports and although I have a server here with PHP scripts receiving the data and uploading to a MySQL database, I'd prefer it hosted so that it won't go down if our power goes off!!
So far I've found Host Monster that can open the ports, but I can't run php as daemons )and they don't offer server side Java), and my present host PAYH who offer Tomcat Java support but can't open the ports...
Any ideas??

I'd say go for a VPS so you can do everything you need. Doubt you will find all those requirements in a shared hosting package.

Try searching the VPS Hosting Offers forum here - Maybe consider PhotonVPS or fsckvps for cheap VPSes.

There are some shared hosting providers which do this. One I'm aware of which does is Webfaction; they cater to developers, mostly Python and Ruby, but because of this they have built some infrastructure that allows you to run X number of long running processes with Y memory.
If you do not actually need all the resources and flexibility of a VPS, such a shared hosting arrangement might just be the ticket.
