Here are my specs: 4GB memory 85 GB disk space (with a decent remote backup space or 125GB with a lower remote backup space. ) 2 CPU Off site backup 24/7 proactive monitoring Cpanel/whm KVM or Xen Fully Managed - Every aspect Been in business a decent amount of time. Excellent support with English as a first language Budget $65 a month

Are you looking for Off-site (Out of data center) backup, Or off server backup? Or just a separate physical drive to backup too? All 3 are different and have different advantages. Second are you looking to backup your data or backup the entire VPS?

Just a few backups a week, (entire vps). The others can go on my server. Well, I guess the best backup in your opinion. Or maybe I should just get my own backup service? This may be better. I just found the backup offers here at WHT. So backups may not have to be a part of this.

After cPanel license and other things I doubt you'll get all of those spec requirements, offsite backup space and " Fully Managed - Every aspect " for $65. Check out KnownHost or WiredTree but read their ToS.

Your requirements aren't too hard to meet. "Managed" VPS' come in many flavors, and does not mean the same thing to everyone. Partially because not ever user wants the same level of management. Some want the "kid glove" service, others want you to stay off their VPS, but be ready to help when they ask for it. The best solution would be to contact some hosts and discuss exactly what your looking for. Making sure both parties are on the same page in the beginning, makes a BIG difference in the long run!

Well,can it be configured to backup on my home computer? That would remove an expense. I could just pop in an extra drive and always have it. Oh and I found a co that offers this for a lot less per month and frankly I am worried about them.

Yes, you can. Just be sure to check and see what your upload speed is at home. Most residential ISP's will have a fast download speed, but a much slower upload speed. Then you have to consider, is it worth it to save a few bucks, but it take 28 hours to restore your data from home, on your slow connection. Have you tried seeing if your host offers R1Soft backup plans to a remove server? If not, you could contact other companies that use R1Soft and see if they can provide you with remote backup location. Depending upon the amount of backup space you need, this would probably be cheaper then getting a second VPS. Like the old saying goes, "You get what you pay for"

Even if the provider has backup included, it is good to have your own backup too especially those critical web sites.

My upload speed is 75 Mbps with a latency of 20 ms. Would it take me a long while? I have no clue how to even set this up. Would it be asking a webhost too much to do the server settings? I can also look into R1soft. Well, I want a dependable and not over loaded server most of all. If everything works well, you never even need support after set up.

Oh and I found what I thought was my perfect company, netuplink, and their email is broken. So I sent a message in FB, no answer. So that co is out I guess. LOL...

At 75 Mbps, it would take you ~13 minutes per Gb or ~9 days per Tb

It is possible to backup to Google Drive or Dropbox, but that would require backup space on the VPS / Semi-Dedicated Server and you will need to some pre-configuraiton by the hosting company to make it work correctly.
