Just a piece of advice but if you want to get some advice/recommendations/whatever it would help if you gave as much details as you can. Saying things like "same budget for a regular virtual machine" is a sure way of not getting responses b/c you haven't told anyone anything.

Maybe also good to mention what your intention exactly is. I assume you would like to run a BGPd service on your VPS, so you could announce your own AS and IP space? Or are you just looking for a hosting company that will announce your IP space and route it to your VPS?
