Hi we have some server which running KVM+virtualizor how i can configure rate-limit for inside vps on nodes?

You mean per VM? If so I believe Virtualizor allows you to set a rate limit on the VMs themselves. Allowing you to sell unmetered bandwidth packages and charging by the rate limit the the customer prefer to have for instance.
