FTP Usernames with @ in its names

We need to setup a new server just for FTP because of a special application however the names must have @ in its name just like user@domain We were thinking of using vsftp but couldn't create that. Any other suggestion?

You can just install pure-ftpd in the server and you can specify the folder and username for the account. It seems pretty simple to do.
