I know that if someone in the US sends a DMCA to a host in another country might not work - but what happens when someone in another country like China files a DMCA against a site on a US host? Do hosts usually honor requests from other countries or does the filer have to be in the US as well? I'm asking because if someone in another country files a DMCA then there is nothing the US person can do, how do they file a counter notice against someone in another country...?
