Im in rural Arizona right now and it seems to be up.. try to traceroute to the/an ebay domain in question and see where it stops responding...

I was just having some problems with eBay myself actually. I always use eBay.ca, however this time I logged into eBay.com and it was timing out for a few minutes. ... it's working now though.
