We've had reports from several Verizon FiOS users in the Richmond, VA area of very weird behavior. Some of them can reach some of our IPs, but not others (in the same subnet). Some can reach the IP and send UDP traffic, but cannot establish a TCP connection.

At first I thought it was a firewall issue, but after having several customers disable their firewall and try to connect we saw the same behavior.
