do anybody know what is going on ?

we are trying order new dedicated server form them.

Yeah, it's true, AlibabaHost has dedicated servers with Ecatel.
When Ecatel's issues are fixed, you'll be able to order.

is there any issue on Ecatel / alibabahost

sounds both not able access anymore right now ?
