WHMCS too, they provided on Twitter "@cPanel is experiencing some networking difficulties that may affect ticket response time. We appreciate your patience. ^TE"

WHMCS still down for me and other remote locations.

cPanel.net doesn't work here. Hopefully this won't affect licensing.

Both are working fine for me. Seems a DDOS attack.
