They took it down on purpose a couple weeks ago, supposedly some kind of exploit they need to patch before turning it back on.

It is still not available, but it is not that important, is it? AS long as the upstreams are online and working fine, it is OK.

Well, it IS important to some people. Obviously its not a paid service so there's really no obligation for Level3 to keep providing it, but its very helpful for troubleshooting network issues. I used to use it frequently for sending links to customers to show ping times and traceroutes from places outside our network.
